JOB SUMMARY:
Responsible for organizing, directing, and ensuring the delivery of on-time, within scope, on-budget and quality development and maintenance services to other departments and partner institutions for managed application systems under the section's responsibility.
Provide technical expertise, solutions, workarounds, and recommendations to stakeholders for proper implementation of the required system.
Apply quality, best practices and security standards to his work always.
Acts as the Section Head for Design and Development, including Data Analytics and Information Management.
May also be responsible for the analysis, design, and development of average to complex systems.
QUALIFICATIONS:
1. Must be a graduate of Computer Science, Computer Engineering, or other allied courses
2. Must have at least 5 years of development experience on the required field & language, preferably on the Web, Unix/AIX, and Windows environments
3. With superior knowledge and understanding of software development and testing principles and methodologies.
4. With sufficient working experience in IT as a key management officer that leads a functional team or group within a department, preferably a solutions and delivery team.
5. With collective experience on project and program management, documentation, and development phases of Systems Development Life Cycle (SDLC), technical and application design and architecture, business and systems analysis, support, and programming.
6. With experience in RDBMS, preferably on Oracle, My SQL, MS Access and other SQL-based Databases
7. Preferably with knowledge and experience on NoSQL databases is a plus. i.e., MongoDB, Mark Logic, etc.
8. Practical experience on Software Testing and Systems Analysis
9. Working knowledge on Agile methodology and execution, Big Data and Analytics
10. Preferably with working experience on Web based applications using Java using OWASP (Open Web Application Security Project)
11. Preferably have a working knowledge in ASP.net, Gitlab, Microsoft Team Foundation Server (TFS) and AIX Unix
12. Excellent knowledge on back-office processes, development and design principles and best practices and optimized high-volume processing
