Project Description The United States Agency for International Development's (USAID) U.S.-Philippines Partnership for Skills, Innovation, and Lifelong Learning (UPSKILL) Program aims to strengthen the Philippine higher education system to support broad-based and inclusive growth. UPSKILL does this by strengthening the innovation capacities and workforce development functions of Philippine higher education institutions (HEIs) through faculty development, curriculum improvements, and engagement with industry and international partners; as well as overall improvements in HEI management and administration. UPSKILL also supports an enabling regulatory and policy environment to improve governance in the sector and provide convergence platforms for stakeholders to work together in achieving shared development goals.
Assignment Description RTI is hiring a short-term Stakeholder Engagement Consultant for USAID's UPSKILL Program. The Consultant will be responsible for maintaining professional network with innovation stakeholders through the National Innovation Council (NIC) Secretariat and providing secretariat/administrative support to the Executive Members of the NIC.
This Consultant will be based in Manila, Philippines, and reports to the Innovation and WFD Alliances Specialist.
Responsibilities Stakeholder Engagement and Secretariat Support Directly support the program team in the delivery of interventions within the National Economic and Development Authority (NEDA) and the NIC Secretariat. Organize meetings and events composed of varied stakeholder groups toward common policy objectives with project partners. Support activities of consortia and other associations or groups that have partnered with the program. Provide secretariat, administrative, and coordination support for the Executive members of the NIC. Support activities, meetings, and events as may be assigned by the NIC Secretariat. Information and Communications Management Develop and maintain a stakeholder management database. Prepare correspondence and emails for project stakeholders. Create communication materials and reports that capture the output and impact of program events and activities with stakeholder networks. Assist in regular stakeholder surveys and support data collection and reporting toward the program's Monitoring, Evaluation, and Learning (MEL) activities. Events Management Support Ensure all events are properly marked and branded. Support organization of programmatic events, workshops, conferences, and meetings. Manage event participant lists, send out invitations, work the registration desk, collect and verify sign in sheets, and update the stakeholder database after events. Work closely with technical and operations teams in the execution of events. Other duties as assigned by the Consultant's technical manager.
Qualifications Bachelor's Degree and 3 years of experience, Master's degree and 1 years of experience, or equivalent combination of education and experience. Demonstrated experience developing and supporting stakeholder networks, preferably in the areas of higher education, workforce development, and innovation. Demonstrated ability to organize and document meetings, workshops, and events. Great attention to detail. Excellent verbal and written communication and interpersonal skills. Reading, writing, and speaking proficiency in English required. Ability to work throughout the Philippines. This position is exclusively open for Philippine applicants.
