Organizational Setting and Reporting Relationship The position of Senior IT Officer (Project Change Management) is assigned to the Office of the Director General of the Information Technology Department (ITD) of ADB. ITD enables ADB's digital agenda and supports the Bank's global operations. The department delivers digital innovation, IT infrastructure, services and solutions, and provides tools and knowledge platforms.
You will be based at our Headquarters in Manila, Philippines and will report to the designated International Staff. You will lead and supervise a team of change managers, trainers and other specialists in support of a portfolio of digital products.
Your Role The IT Department, in partnership with business stakeholders, introduces digital technology innovations that pose significant change to ADB's systems and processes. A coordinated and structured approach to managing these changes is needed. As a Senior IT Officer (Project Change Management), you will be responsible for digital product-enabled business change in ADB, focusing on the planning and execution of the change program for digital product initiatives and enhancements.
You will focus on carrying out business change management activities to ensure the adoption and effective use of the new or enhanced digital products and digital transformation initiatives. You will design and execute change plans, including plans for sponsor support, coaching, communications, learning, resistance management, reinforcing and sustaining change, adoption measurement, and rewards and recognition.
You will: Lead business adoption and change management activities for products under your assigned digital product pillar.Implement a strategic adoption and change management framework for effective IT-enabled business change.Supervise your team of contractors and collaborate with the communication and capability building teams.Communicate on status and issues with stakeholders across the organization.Assess the magnitude of change, the organization's change readiness, and identify potential points of resistance.Work with product teams and business owners to integrate adoption change management plans into the overall project plan.Design and implement digital product adoption and change management plans.Promote business outcomes by measuring adoption indicators.Conduct gap analysis, and address any uncertainty surrounding a change.Regularly review ongoing changes to create a heat map to identify too much change.Discuss risks, issues and proposed solutions related to adoption and change management.Co-lead the community of practice for change managers.Other duties that may be assigned as reflected in your workplan.QualificationsYou will need: Bachelor's degree in Business Administration or related field with Organizational Development, Change Management training and/or certifications (preferably Prosci).At least 10 years of relevant experience with a track record of successful organizational change management.At least 5 years of supervisory experience.Ability to influence and interact confidently with senior stakeholders.Broad understanding of IT organization functions and current digital technology trends.Preferably three or more years of experience in working in IT and/or financial services/banking industry.Demonstrated experience in working with diverse, international teams.Understanding of budget and procurement requirements.Have the vision and confidence to continuously optimize processes.Exceptional written and oral communication skills in English.Additional Information ADB offers competitive compensation and a comprehensive benefits package. This is a fixed term appointment with option to renew for an initial period of three (3) years. This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed.
