Organizational Setting and Reporting Relationship The position of Senior Financial Control Officer is assigned to the Trust Fund Section (CTFA-TF), Trust Funds and Administrative Expenses (CTFA) Division within the Controller's Department. You will be based at our Headquarters in Manila, Philippines.
You will report to designated International Staff and will supervise Administrative staff.
Your Role

As a Senior Financial Control Officer, you will: coordinate and supervise in establishing and maintaining accurate, complete, and appropriate accounting records and sound internal controls for donor funded activities; oversee preparation of financial analysis and reports; and ensure the work programs and assignments are accomplished timely, effectively, and efficiently. You will: • Review donor contribution agreements identifying any accounting and reporting considerations that should be communicated prior to establishment of the trust fund.
• Review and analyze data, transactions and reports for accuracy, consistency, propriety and compliance with policies or established practices; prepare and oversee the preparation and analysis financial and management reports; provide financial analysis of the financial results and changes in financial position.
• Prepare accounting policies for new products offered under trust funds, coordinate with various departments.
• Prepare financial reports and provide accounting support for donor funded activities based on terms and conditions agreed with donors. Oversee coordination of external audits for relevant financial reports and ensures completion based on donor requirements.
• Manage the extensive requirements and lead the delivery of client-focused reports in support of ADB's cofinancing operations.
• Contribute to reviewing and establishing the accounting and reporting requirements for donor funded activities, that are in line with ADB's accounting policies and guidelines and in coordination with external auditors, where relevant.
• Contribute to the review of ADB documents (board paper, concept paper, memorandum, etc.) and provide inputs related to accounting implications.
• Participate and assist in developing and implementing business processes and controls and compliance testing of processes as part of ADB's effort in providing a Management Assertion over the adequacy of internal control over financial reporting.
• Supervise administrative staff to ensure uniform, consistent, and timely recording and reporting of transactions in compliance with applicable policies and practices and generally accepted accounting principles. Monitor and review analysis and reconciliations of assigned accounts and systems and reviews and approves vouchers under specific authority.
• Coordinate with other NS on interviewing, onboarding, review of work outputs and timesheets of contract staff and consultants working with CTFA Trust Fund Section (CTFA-TF).
• Support the implementation and enhancement of IT systems used for accounting and financial reporting; work closely with the Information Technology Department (ITD) and other relevant areas to support implementation of the partner fund management system; review and provide suggestions for enhancements in systems and processes for effective and efficient operations; ensures the accuracy and reliability of systems processes; and maintain/update process manuals.
• Supervise and review the work by allocating duties, setting up target dates, and providing appropriate instructions and guidance to ensure the work objectives are met timely, effectively, and efficiently. Coordinate and review inputs from various offices for preparing analysis and reports. Provide technical and procedural guidelines to other staff on accounting related matters.
• Perform other assignments as required, including preparation of draft memoranda and external correspondence for supervisor's review. Coordinate and provide required information based on established procedures in a tactful manner.


Qualifications
You will need: • Bachelor's degree in accounting, business administration, or finance, preferably with Master's degree or equivalent; a Certified Public Accountant in current status;
• At least 10 years' relevant experience in related field with at least 5 years supervisory experience; experience in accounting policy formulation or a large organization is advantageous.
• Excellent communication skills demonstrating ability to work with other departments, especially in coordinating activities with non-accountant staff. Add values and experiences outside of traditional accounting experience especially sought after.
• Proven supervisory and interpersonal skills with ability to provide feedback to subordinates with ability to plan, organize and direct the activities of a work unit.
• Proficiency with computer software and specialized accounting software used in multilateral institutions and in-depth knowledge of a large accounting system (e.g. Oracle ERP) and its interfaces with other systems and work areas.
• Proficiency in use of computer databases to input and extract information, and to generate standard and ad hoc reports.
• Proficient understanding of accounting policies, internal controls, practices and general policies, procedures, guidelines and reporting requirements prevalent in a multilateral institution.
• In-depth understanding of the interactions between a multilateral institution's different work areas and workflows and their purpose, as well as business knowledge of relevant areas to enable accounting concepts to be applied appropriately.
• Analytical and systematic with strong numerical skills and attention to detail.
• Solid understanding of the US GAAP and IFRS.
• Effective report-writing and strong oral and written communication skills.
• Ability to manage and coordinate tasks among junior National Staff and Administrative Staff and liaise with concerned groups within ADB.
• Strong leadership skills and good client orientation.
• Ability to plan and coordinate schedules to meet deadlines.
