Project Background The Governance Action Hub of Results for Development is a platform to bring together stakeholders and explore what is possible in the pursue of common objectives through governance action and reform. The Governance Action Hub is set up as an incubator of initiatives around three explorations: ·       Supporting local coalitions for local solutions; ·       Uniting governance innovators; ·       Using evidence and data strategically for governance action. For these and future explorations, the programme has identified four catalyzing themes offering the opportunities to test new approaches to governance: ·       Local (or sub-national) development processes; ·       State capture & anticorruption; ·       Climate action & energy transition; and ·       The rethinking of democracy. We build our work around the fostering of local coalitions for change, system-approaches, and development entrepreneurship principles. The Governance Action Hub's is in the process of defining its strategy in the Philippines around the governance challenges of climate action & the energy transition process; and intends to undertake a multi-phase locally led co-creation process to identify entry points for intervention in the country. At the end of 2023, the Action Hub visited the Philippines in a scoping trip to take stock of the demand of key local actors for the kind of value we could add to ongoing debates in the country. As part of this trip, Action Hub members attended the PH-EITI conference, organized a workshop on just energy transition with local CSOs, and met with several different actors of interest. Since then, the Governance Action Hub has continued to develop a plan of action surrounding a systems-wide approach of support, with consideration given so far at efforts to protect and promote civil society through accountability ecosystems, the mining law reform or licensing and contracting reform, subnational governance change for mining region(s) in water and related eco challenges, as well as a broader energy sector reform. The idea is to identify interventions and proxy interventions at different levels, macro (around the discussion of key reforms or key legislation) and micro (civil society role at the community level). Role of Consultant – Senior Advisor The Senior Advisor will play an important role under the Governance Action Hub pushing forward key workstreams in the Philippines. They will work closely with a Senior Fellow and a research consultant on the Philippines. The following tasks are expected from the Senior Advisor: ·       Co-lead the strategic planning and advise execution of an in-country co-creation process, which may include: o   Providing strategic input into a political economy analysis of the Philippines which is already underway and being conducted by a research consultant appointed by the Action Hub. o   Advising on a strategic plan of action for the Action Hub pathways and activities in the Philippines. o   Supporting the Action Hub team to plan a small-scale workshop to engage local stakeholders to ensure we are taking a nuanced approach to addressing our target issues. o   Provide inputs into a strategy to foster a collaborative network around innovative solutions to governance challenges, tailoring the approach to align with the local political economy, institutional framework, and social norms. ·       Help the Governance Action Hub build partnerships with key players in the country at national and/or subnational levels interested in exploring new ways of addressing governance challenges. ·       Serve as the primary liaison for high-level dialogue with the government, addressing their requests for support at the micro, meso, and macro levels as they arise. ·       Co-author a short article or blog analysis on adapting coalitions for change and other approaches to promote bold governance action in the Philippines on the entry points identified by the research consultant. ·       Support other learning and knowledge sharing activities based on mutual interest and in agreement with the Action Hub's director. R4D anticipates that this contract will require a maximum of 50 hours between September and December 2024. Requirements and Qualifications -          Based in the Philippines. -          10+ years of applicable experience in governance, accountability, innovation, democracy, energy transition, or related fields from roles within donor/funder organizations, governmental bodies, or multilateral institutions. -          Strong expertise in conducting political economy analyses or practice. -          Knowledge of energy, natural resource management and/or mining challenges and current debates in the Philippines. Experience in supporting or leading multi-stakeholder/participatory approaches. -          Proven ability to build and maintain strong relationships across sectors (government, civil society, private sector, international funders, etc.). Pre-established relationships with these stakeholders are advantageous. -          Self-motivated and capable of working both independently and as part of a team. -          Experience in establishing and managing robust networks of diverse stakeholders. -          Demonstrated experience in project management and reporting. -          Highly organized with the ability to balance competing priorities. -          Solutions-oriented with a diplomatic communication style.
