JOB SUMMARY: The QA/QC & Quantity Surveyor will primarily work for FLOW sewage treatment plant (STP) and reuse water projects ensuring the quality of the site installations is consistent with the company's policy requirements together with national and international standards and the customers specifications.DESCRIPTION OF DUTIES AND RESPONSIBILITIES: · In-charge of implementation of the Project Quality Plan · Assists on the inspections and tests for all Project works. · Verifies, witnesses identified inspection points of activities, materials, tools and equipment at site in the approved inspection and test plan, when needed · Assists in process and final inspection during fabrication, construction, installation activities of assigned project to ensure materials and workmanship conform to relevant approved specifications and applicable codes. · Resolving quality issues at site and addressing conflict with Client and Contractor representatives in relation to quality · Conducts regular inspection in the morning and afternoon to proactively anticipate non-conformance occurrence & prepares daily and monthly quality inspection reports and other reports required by management. · Reporting and closing of punch list activities · Facilitates project closure and turnover with cooperation from Turn Over Team · Facilitates as built control and changes of engineering documents and designs · Ensure that the contractual quality requirements of a project are fully communicated to all subcontractors and well understood · Prepares a documented inspection plan, addressing all stages of inspection and getting it approved by the proper authority so that inspection is objective. · Make an improvement plan for upgrading quality continually to catch up with the best. · Review Technical Documents and Material Approval Submittal performing regular audits on project Site to ensure they comply with company standards · Knowledge in various Laboratory Testing Standard Procedures · Knowledge in International Building Code and Local Code for Constructions/ Testing Standard. · Knowledge in MEPFS testing and Commissioning Management process of assuring that all systems and components of a building or industrial plant are designed, installed, tested, operated and maintained according to the operational requirements of the owner or final client · Prepares Quality Manual that covers Materials, Testing, Submittals logs, including work flow process and required inspection forms · Performs other tasks that may be assigned from time to time by the PIC or management · Review tender information, documentation and specifications. · Ensure clarification notes and design queries are picked up as take-offs are done. · Price up schedules and designs as required and aligned to the specification, using the standard companys specification · Issue and submit requests for quotations to suppliers for project tenders as required. · Other estimating activities as required including preparation of quotations and quote presentations · Review construction plans and prepare quantity needs· Set budgets for payments, inventory needs, and materials · Analyze costs for maintenance and additional construction needs · Track changes in plans or constructions; update budgetsJOB REQUIREMENTS: · Ability to learn and apply knowledge of applicable local, national or international standards and guidelines · Must have background or experience related to QAQC · Must have good management and communication skills · Must be detail oriented, with strong organizational skills, able to multitask and meet commitments I. EDUCATION: · Preferably Bachelor of Science in Mechanical Engineering, Electrical Engineering or Construction Management II. EXPERIENCE: · With 3 or more years of experience as QA/QC Officer · At least 2 years cumulative work experience in a contracts management role, QS consultation, and/or construction management
