Could you be the full-time Project Quality Engineer in Ortigas, Philippines we're looking for?
Purpose of the Job : Support the Project Quality & Safety Manager (PrQSM) and Project Team, to ensure the project Quality assurance and control plan on installation site is established and effectively implemented.
Your future role (Key responsibilities): Management: Supervise Subsystem Quality Inspectors. Manage interfaces with Customer representative for sub-system of his/her scope Guide sub-system installation team in understanding Quality & Safety contributions to the project. Quality Process for sub-system of his/her scope (construction, installation, …) Establish , implement, validate (for sub-contractors) & update Quality Installation Control Plans and relevant QC forms in accordance with the contract requirements, Alstom processes and REX from previous project. E nsure its proper application. Ensure the control of output of quality documents/records on site: Ensure that Subsystem Quality team under his/her supervision is working with the latest version of Control Documents, Method Statements, ITPs (Inspection and Test Plan) and Construction Drawings (IFC – Issued for construction…) Ensure the Alstom/subcontractors work is executed with approved documents (IFC) Ensure proper traceability & records maintained for monitoring and measuring devices etc. Perform Site Quality Animation with cross function team & ensure right-first time mind-set is deployed within the construction/ installation environment of Sub-System of his/her scope Prepare the Sub-System Punch list (internal / customer) & Outstanding works list in conjunction with the Installation team & support the PrQSM to perform the criticality assessment (Safety, Operational, Functional, Technical, documentation etc.) Lead continuous improvement/ problem solving activities at Subsystem Installation level in order to reduce the costs of non-quality (8D, QRQC, REX …) Provide quality awareness on installation activities planned for the project and if needed organize quality trainings for installation team Support installation team regarding the self-inspection, delegation of control (Training, audit, …) Support PrQSM to drive DfQ process (Initiate readiness review of Subsystem GRs to deliver M+2 look ahead forecast, collect/ archive GR evidence with project stakeholder …). Quality assurance / Quality control: Accept or reject products as defined in the work instructions with Expert support if needed / Stop the installation activities in case of a defect which justifies mandatory rework Perform, participate or delegate Site Quality inspections of installation (Alstom or sub-contractors' scope) Perform / participate to customer joint inspections Prepare inspection reports & document inspection results in the relevant tool as per project rules Manage NCR's for non-compliant products / process: Issue report, performs first characterization, record in relevant tool Ensure the follow-up of the Site Acceptance Tests (SAT), including the monitoring of reserves until their closure Prepare / co-ordinate submission by sub-contractor of Inspection Request to the Customer in coordination with Sub-System / System PrQSM & Project Team. Ensure customer approval, documents validation & compliance of the installation activities before final acceptance Participate to Internal Hand-Over between construction, installation, and T&C teams & to External Hand-Over between Installation /T&C and Customer Support the PrQSM in reporting quality KPI, identifying improvement opportunities and raising safety alerts Support SQ/Sourcing team to manage suppliers NCR / Quality control of supplied installation material Support 4M preparation Support on request project Audits (internal / external). Performance measurements Completeness & Timely Documentation release of his/her scope of responsibility 0 major NCR from Customer / 3rd party on document control process of his/her scope of responsibility Timely closure of punch / snag list Timely Closure of NCR (reactivity on problem solving QRQC / 8D) CONQ deployment / follow up and analysis Skills Requirements: Master's (or bachelor's with experience) degree in engineering (electromechanical, electrical, material, mechanical, civil work…) or equivalent (depending of the subsystem) Experience in managing Quality and problem-solving tools. Understanding of Processes and Products delivered to the project Fluent in English and site local language. Technical mastering of railway products. Experience in operational activities and in documentation control Ability to work in a matrix organization. Good reporting skills and clear communication Knowledge of Quality standard (ISO9001, IRIS, CMMI, ECM...) Knowledge of problem-solving tools (QRQC / PDCA / Root cause analysis tools...) Demonstrate leadership capabilities Proactive & Persistent Collaboration and team working. Capacity to work under pressure Desirable: Knowledge of railway industry (norms, certifications…) would be an asset. Experience in Quality / audit or inspection are appreciated 3-5 years' experience in equipment installation and T&C.
