Job Description The purpose of this position is to perform the essential project management job duties and functions as listed below with the overall objective of establishing an execution framework on the project that complies with the contract and ensures the safety, quality, value, timeliness, and Fluor profitability of the completed project. This position performs all project management responsibilities on medium to large sized and moderate to high risk engineering, procurement, fabrication, and construction/construction management (EPFC/CM) projects. This position may also be assigned responsibility for a substantial area of a mega project. When acting in the role of a Proposal Manager, this position is responsible for managing completion of technical and commercial proposals, providing project planning, means and methods of project execution and strategy, schedule preparation, cost estimating, and Project Execution and Commercial Execution Strategy.
. Supporting the implementation of automated work processes and tools on the project to the fullest extent practical, consistent with adding value and establishing an efficient and cost-effective project environment
. Collaborating within sales, operations, and technical teams pursuing prospective projects to develop win strategies, including project execution and commercial strategies
. Providing Leadership to large teams, this may include incentive programs, solving interpersonal conflicts, selecting the right person for the particular tasks and acting on signs of work overload
. Typically managing personnel and providing an environment for the development and professional advancement of staff members,
. Available and able to travel domestically and internationally to attend to business related matters
. Other duties as assigned. Basic Job Requirements . A minimum of twenty-five (20) years related experience, with a minimum fifteen (15) years of project management (or combination of project management, project engineering, engineering management, and/or overall project controls) experience, including field assignment(s) with supervisory responsibilities
. Bachelor's degree in engineering or another technical field from an accredited university or equivalent experience
. Experience in prime contract management of different commercial models including cost reimbursable and lump sum
. Demonstrated experience in developing the execution plan and partnering strategies, including enforcement and/or implementation of environmental, social and corporate governance (ESG) requirements and initiatives
. Demonstrated leadership qualities, delegation skills, with strong organizational capabilities and focus
. Effective written and verbal English language skills and communication with various stakeholders including reports, peers, management and clients
. Ability to form and foster collaborative relationships within the business and externally, in support of business development

. Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines applicable to requirements of a project Preferred Qualifications . Jobsite experience and understanding of construction safety program
. Minimum of twelve (12) years of relevant experience in engineering, procurement, fabrication, and construction/construction management (EPFC/CM) project management
. Project or area management experience in international locations and diverse cultural environments is recommended
. Demonstration of successful performance as project manager on a minimum of two (2) medium to large sized projects or multiple project assignments in a significant role on large to very large sized EPFC/CM projects
. Completion of all required in-house project management courses in addition to courses obtained from university or other qualified sources
. Good knowledge and experience on project design, engineering, procurement, material management, construction, commissioning, start up, turn over work processes, sequencing, and interfaces
. Project Controls and Finance including understanding of:
- Scheduling (including work force loading)
- Progress measurement
- Risk assessment and management
- Code of accounts
- Work breakdown structure
- Change management
- Cost control
- Estimating process and planning
- Global Pricing Model (GPM), Project Status Review (PSR) and Project Margin Analysis, Report (PMAR) development and reporting
. General understanding of contract law and when to engage legal
. Regulatory requirements including permitting
. Understanding of project funding
. Experience of multiple commercial executions structures including Lump Sum/Reimbursable/Guaranteed Maximum price (Gmax)
. Proactive - goal orientated with the initiative to influence events positively, lead Fluor project team, and influence client for decision making
. Ability to resolve complex problems and to be comfortable in complex project or business environments
. Ability to set and maintain high standards of self performance with responsibility and accountability for successfully completing assignments and tasks
. Demonstration of innovation, initiative, maturity, and sound judgment
. Ability to influence a group of diverse individuals, each with their own goals, needs, and perspectives, to work together effectively for the good of a project
. Mobility - for example, relocating to site locations
. Basic computer and software skills to include the use of word processing, email, spreadsheets, and electronic presentations
. Certification in project management suggested, for example, Project Management Professional (PMP) To be Considered Candidates: Must be authorized to work in the country where the position is located.
