Opportunities**JOB OPPORTUNITY: Project Development Specialist**:**POSITION TITLE**: Project Development Specialist (Non-core)**DURATION OF CONTRACT**: One year (renewable)**DUTY STATION**: ACB Headquarters, Los Banos, Laguna, Philippines**REPORTING TO**: Director, Programme Development and Implementation**TERMS OF REFERENCE**:**A. BACKGROUND**:The ASEAN Centre for Biodiversity (ACB) is an intergovernmental regional centre of excellence established through an agreement among the Governments of the Member States of the Association of Southeast Asian Nations (ASEAN) in 2005. It facilitates cooperation and coordination among the members of ASEAN, and with relevant national governments, and regional and international organisations, on the conservation and sustainable use of biological diversity and the fair and equitable sharing of benefits arising from the use of such biodiversity in the ASEAN region.**B. Scope of Duties**:Under the supervision of the Director of the Programme Development and Implementation (PDI) Unit of the ACB, the Project Development Specialist shall have the following duties and responsibilities:**1. Programmes and project development**- Prepare concept notes and review detailed proposals for submission to donor agencies in accordance with ACB thematic areas- Coordinate and support the negotiation with relevant institutions in the finalisation and approval of project proposals- Prepare partnership agreements and other documents related to project implementation including project work and financial plan**2. Project Management and implementation**- As may be assigned by the PDI Director, manage the implementation of the specific programmes and projects of the ACB, including programmes/project fund management, covering but not limited to coastal and marine biodiversity- Monitor and support evaluation of programmes and projects, including developing and implementing the monitoring and evaluation (M&E) framework- Prepare and review project reports and related documents**3. Monitoring and Evaluation**- Familiarise and improve existing project level M&E mechanism and ensure its link with the ACB and ASEAN or ASEAN Working Group on Nature Conservation and Biodiversity Action Plan and indicator sets- Support the development and refinement of impact and outcome indicators for the ACB, deriving from programmes/projects outcomes and outputs- Prepare and/or review project reports and related documents**4. Technical Support Services**- Provide technical assistance to other ACB units and programme/projects in accordance with the ACB Annual Work Plans- Prepare formal communications, activity designs, training/meeting reports, Terms of Reference for local and international consultants, and other related documents- Review and provide inputs to annual work plans, progress reports, and other technical documents- Organise local and international technical trainings/workshops, conferences /meetings, and other ACB events- Participate in ASEAN meetings, and other international, regional and national events as a resource person, facilitator, and official representative of the ACB**5. Supervise assigned Programme Officers and Programme Associates****6. Perform other related tasks that may be assigned by the Supervisors from time to time****C. Qualifications**:**Education and Work Experience**Master's Degree in Natural or Social Sciences, or related field, and five years of related work experience or its equivalency requirements:- Completed Academic Requirements in Master's Degree and seven years of related work experiences; or- 18 units earned in Master's degree and nine years of related work experiences; or- Related Bachelor's Degree and 12 years of related work experiences.- Bachelor's Degree in a non-related field, with 15 years of related work experience as a requirement**Skills**- Excellent knowledge of the English language and exceptional writing, presentation, and communication skills- Adept at working with international partners- Ability to work independently and manage effectively different tasks**Other Preference**- Must have extensive experience on biodiversity conservation management and programme coordination for at least nine years with particular focus on programme and project development and technical expertise in coastal and marine environments.- Minimum of seven years of relevant work experience in a regional/international organisation, preferably in the ASEAN- Must have extensive experience in programme and project development and planning and design and conduct of special projects and studies on biodiversity conservation including overall programme planning and project portfolio development in support of national and regional environment and sustainable development goals in the ASEAN region**Nationality**- Must be a national of any of the ASEAN Member States**D.
