ProjectOverview


USAID's ProtectHealth project, led by Palladium andin collaboration with other USAID implementing partners, is supporting theGovernment of the Philippines (GPH) to enhance access and financing to meet keyfamily planning (FP), tuberculosis (TB) and HIV/AIDS outcomes while realizingits goal of achieving universal health care (UHC). USAID's ProtectHealth isspecifically supporting the GPH's implementation of the UHC Law by addressingpolicy and institutional bottlenecks within the health financing system.
The project provides technical assistance (TA) toenable the GPH to rapidly and effectively enact reforms envisioned under thenew legislation on UHC. Specifically, USAID's ProtectHealth enables theimplementation of key reforms to the sustainable financing of TB, FP and HIVservices, as well as improves the of the utilization of such benefits andincreases financial protection by providing the best available evidence andconvening decision-makers at critical points in the policy process.


In addition to TA for thedevelopment of national financing policies in support of UHC implementation, USAID'sProtectHealth will also provide support to various US Government (USG)-assistedsites and other UHC Implementation Sites (UIS) in integrating local healthsystems (LHS) to improve the performance of health programs, especially TB, HIVand FP. For some sites, this support will be provided mainly through the UHCCollaborating, Learning and Adapting (CLA) Network, where USAID's ProtectHealthcan share experiences in identifying and solving operational problems,monitoring and tracking performance, and documenting best practices. For other sites where the project will have moredirect and substantive involvement to generate lessons on various integrationconcerns, especially financial integration. USAID's ProtectHealth will workclosely with the Department of Health (DOH), PhilHealth (the national insuranceprovider), Local Government Units (LGUs), and other USAID Implementing Partners(IPs).


ProtectHealth project seeksan experienced Health System Strengthening (HSS) program associate for theproject. The position is a full-time fixed term project staff, and the locationis Manila, Philippines.
Primary Duties and Responsibilities: The Health SystemStrengthening (HSS) program associate, which will assist the Technical Advisorfor Health Financing and System Strengthening (HFSS) and the Health SystemsStrengthening (HSS) Specialist in planning, managing, and monitoring the implementation of USAID'sProtectHealth's support to various health systems strengthening activities,including supporting USG-assisted and other UIS in attaining local healthsystems (LHS) integration, particularlyfinancial integration. The HSS Program Associate's duties and responsibilitieswill include, but are not limited to:

Assist the Technical Advisor on HFSS in drafting various reports and documents, including but are not limited to advisories, technical notes, concept notes, scopes of work and progress reports.
Assist the Technical Advisor for HFSS and the HSS Specialist in coordinating activities with various project teams and other stakeholders including but not limited to USAID CLA Network, among others.
Regularly update the Technical Advisor on HFSS and the HSS Specialist on progress towards implementation of technical assistance to USG-assisted sites
Support to DOH-led TWG on UHC implementation sites
Perform any other technical and managerial tasks as may be directed by the Technical Advisor on HFSS and HSS Specialist Required Qualifications: Advanced degree in economics, publicadministration, public health, medical degree, or related fields
At least three years of relevant experience inhealth financing, health systems strengthening, or local governance forhealth in the Philippines
Knowledge of the Philippines' tuberculosis, HIV,or family planning programs; knowledge of financing and systemsstrengthening at the local level will be an advantage
Demonstrated proficiency in client management andcoordination with multiple government stakeholders and ability to engagein a sensitive and politically astute manner
Effective communication skills, excellent writingskills, and demonstrated ability to produce high quality reports anddeliverables in a timely manner
Strong organizational skills to ensureactivities, timelines, and progress occur on schedule
