Job Description Responsible for the day-to-day technical operations of facilities/network assets from sources to distribution and ensure operational efficiency, continuous business operations and compliance with regulatory bodies. He/she will also be responsible for integrating performance goals with budget and financial resources to effectively operate the project sites.
DESCRIPTION OF FUNCTIONS Water Quality and Sufficiency: 24/7 assurance of water sufficiency and portability. Water Disinfection: Ensure that chlorinator pump is working properly and immediately report/replace defective units. Regular cleaning of the chlorinator room and chlorine tank. Regular monitoring of chlorine residual. Water Sampling and Potability: Physical and chemical water tests should be done twice a year (January and July) or as needed. Microbiological water tests must be done every first week of the month. Monthly application of Certificate of Potability. Water Tank Cleaning: Water storage tanks must be cleaned at least twice a year. Regular blow-off and cleaning of filters. Monthly water blow-off along the main waterline; weekly blow-off and cleaning from the filter. Water Level and Flow Rate Monitoring: Conduct measurement of water level and actual flow rate from the deep well on a quarterly basis. Maintenance of Site Office, Water Tank and Pump Area: Maintain cleanliness and orderliness of site offices, water tank, and pump area. System's Loss: Monitoring of allowable NRW. Flow Meter and Electric Meter Reading: Regular monitoring of flow meter and electric meter readings done by site personnel. Leak Detection and Repair: Immediately repair all visible leaks within 24 hours. Conduct leak detection if there are suspected leaks based on flow meter readings. Replacement of Defective Meters: Investigate defective flow meters and individual water meters, then replace immediately for accurate readings. Materials Requisition: Maintain a sufficient number of materials and fittings for emergency repairs. Administrative: Regular Submission of Report: Submit weekly and monthly reports on monitoring flow and electricity meters. NWRB Monitoring Report: Quarterly submission of reports as required by NWRB. Monitoring of Active Accounts: Monthly monitoring of new and active accounts; report to bulk water supplier. NWRB CPC Application: Provide necessary information, data, and plans for CPC application or renewal. Customer Service / After Sales Services: Site complaints must be acted upon within 24 hours. Communicate with the LGUs and NGOs if required by the office. Others: Hydrotesting and Pipe Laying Inspections: Regularly inspect pipe laying during construction and issue certifications for 50% and 75% completion or as needed for contractor's billing. Conduct hydrotesting as a final requirement prior to 100% billing and final turnover to CWSI.
