Educational Background Bachelor's degree in Marine TransportationCertificate/Licenses Chief Mate licenseExperience With minimum shipboard experience of two (2) years in a container vessel as Officer-In-Charge or one (1) year as Management Level OfficerOverall Responsibility The HSES Superintendent is responsible for planning, strict implementation, monitoring and assessment of fleets/vessels' hulls, equipment and machinery in compliance with national and international quality and safety standards, policies, systems and procedures.
Duties & Responsibilities Conducts vessel's safety inspection and discusses findings to the HSES Manager and Vessel Manager.Consolidates database and submits to the HSES Manager on the following:Near MissUnsafe Act and Unsafe ConditionsNon-conformityIncident/AccidentSafety InspectionParticipates in the implementation of ZERO HARM ProgramConducts safety-related researches and submits recommendations to the HSES ManagerCoordinates with the concerned units for the scheduled Safety meeting. Prepares and submits minutes of the meeting to the attendeesActs as Pollution Control OfficerConducts of Safety Orientation / Trainings and supervises drills onboardConducts incident investigations and submits report to assigned Lead InvestigatorConducts port facility inspections as required by Charterer and/or PrincipalAttends to vessel's ISM/ISPS and other external inspectionsAttends to vessel's safety concerns such as gas freeing and other critical activities as necessaryConducts alcohol random test onboard periodically and immediately after the occurrence of the incidentSupports the safety, health, quality and environmental management activities of all vessels in accordance with the directions of the leaders, managers, HSES & Technical departmentInforms all concerned accurately and timely on all safety violations, near misses, and corrective measures administered to the vessels concerned
