**Emergency and recovery operations**

1.
Support technical sector responses Shelter, Livelihoods, Water Sanitation and Hygiene Promotion
(WASH), Health and Care, Protection Gender and Inclusion (PGI), Migration, Disaster Risk Reduction
(DRR).
2.
Assist Philippine Red Cross in conducting assessments, surveys and designing beneficiary selection
criteria.
3.
Assist the National Society in the identification, selection and revalidation of beneficiaries, and in designing appropriate relief programmes to meet the needs of beneficiaries.
4.
Support monitoring, evaluation and conducting post-assistance surveys.
5.
Support the mobilization of communities, volunteers and staff for operations.
6.
Ensure the use of appropriate project procedures and documentation, including technical designs, bills of quantities, tender and contract documentation, project tracking tools and budgets.
7.
Support proper report, documentation and filing of appropriate beneficiary, distribution and other programming records for future potential audit requirements.
8.
Support quality control aspects by ensuring that materials and tools delivered by suppliers meet agreed specifications.
**Shelter**

1.
Assist in conducting needs assessments, establishing beneficiary selection criteria, designing beneficiary registration methods, identifying and revalidating beneficiaries, and conducting post-assistance surveys.
2.
Support development of appropriate, culturally adopted shelter solutions, maximizing local capacities, and taking into account quality, value, and compliance with best practice standards, scope and budget.
3.
Ensure the use of appropriate project procedures and documentation, including technical designs, bills of quantities, tender and contract documentation, project tracking tools and budgets.
4.
Support the mobilization of communities, volunteers and staff for distribution of appropriate shelter repair and reconstruction items under IFRC-supported disaster response operations.
5.
Support in supervising carpenters, masons and volunteers engaged for the programme as relates to quality control of shelter materials delivered under IFRC-supported disaster response operations.
6.
Provide beneficiaries with guidance on better building techniques.
7.
Support quality control aspects by ensuring that materials and tools delivered by suppliers meet agreed specifications.
**Livelihoods**

1.
Assist the National Society in identifying and prioritizing appropriate livelihoods activities and modalities for their delivery.
2.
Provide timely advice to the National Society counterparts at the chapters on effective livelihoods programming, including in assessing livelihoods capacities.
3.
Support in monitoring local markets for accessibility and cost of items required for livelihood activities
with a view of advising beneficiaries on where they can obtain required inputs at competitive prices.
4.
Provide inputs regarding livelihoods best practice and programming issues.
**Cash-based programming**

1.
Support specific aspects of cash-based programming, including conducting needs assessments, surveys, preparing a work plan, formulating beneficiary selection criteria, choosing transfer mechanisms, beneficiary targeting, beneficiary communications, risk assessment, and monitoring plan.
2.
Support in putting in place cash transfer or payment mechanisms, including developing or improving agreements with selected transfer bodies or agencies as appropriate.
3.
Support implementation of the cash-based programming, including close monitoring of progress, capturing best practices, and suggesting solutions to challenges before and as they arise.
4.
Contribute to raising awareness among the relevant levels of the National Society on cash-based programming, modalities and providing ongoing technical and programmatic support.
**Internal, external and beneficiary coordination**

1.
Ensure that clear information about programmes is available to beneficiaries, thereby encouraging a two-way communication exchange with systems and approaches, including a complaints mechanism, that promote beneficiary accountability.
**Crosscutting issues**

1.
Ensure that all activities follow international humanitarian standards and comply with PRC and IFRC guidelines and policies (i.e.
SPHERE, Code of Conduct, Principles and Rules for Disaster Relief, Fraud and Corruption Prevention and Control Policy).
2.
Take part in field trips to monitor and assess the progress of activities under the programmes of IFRC-supported disaster response and recovery operations.
3.
Support the collect, collation and analyses of distribution data for cash-based programming in emergency, relief and recovery contexts, and prepare reports for onward submission to supervisor, thus contributing to the production of timely and accurate reports for the IFRC and donors.
