Consultant for Urban Housing Practitioners Hub Manager | HFHI AP Background

To support this vision, Habitat for Humanity is looking to establish the Urban Housing Practitioners Hub – a network of urban housing stakeholders that work together to fast track the progress of providing adequate housing for the most vulnerable in Asia Pacific. The Urban Housing Practitioners Hub (UHPH) is envisioned as an open platform for the exchange and dissemination of knowledge and best practices regarding housing and urban issues in the AP region. Funded by the Hilti Foundation, the UHPH will provide practitioners and researchers with opportunities to regularly convene and engage in collaborative discussions and work around housing and urban issues in the AP region.
Habitat for Humanity is seeking to hire a consultant that will lead and drive the establishment of the UHPH. Objectives
The objectives of this consultancy is to: Develop the governance structure of UHPH in Asia Pacific through consulting with other potential core members of the network. Establish the UHPH and carry out initial activities together with the target and identified core members. Support Habitat Asia Pacific's Urban, Land, and Policy Unit to carry out initiatives on urban programs and policy advocacy. Scope of Work
The consultant will be employed until December 31, 2024 and will be responsible for the following tasks: Lead the establishment and initial rollout of UHPH in AP including developing the inception and engagement plan. Through online consultations with potential core members, develop a draft of a fit-for purpose governance structure including a financial sustainability model, modalities of membership, priority functions, and resource generation of the UHPH-AP. Design, facilitate, and coordinate the conduct of the in-person workshop with potential UHPH core members to feedback on the first draft of the governance structure and UHPH value proposition. Lead daily operational and logistical initiatives, and coordination with UHPH-AP members for operations and approved initiatives. Lead the initiatives of the UHPH-AP on knowledge generation and management to strengthen UHPH-AP sector positioning. Engage closely with Habitat Asia Pacific regional team, UHPH LAC/EME/AFR, and country offices to ensure strong alignment between UHPH-AP priorities and the potential to foster national level partnerships and translate key findings or recommendations into program priorities and results. Participate in coordination meetings, events, workshops to mobilize support for UHPH, and identify current and upcoming information and needs. Work closely with the communications teams to develop and support implementation of a communication plan to ensure a strong online presence, publications of the UHPH. Manage the UHPH activities according to the budget approved and to the activities submitted as part of the workplan. Support key the coordination and implementation of key activities of the Urban, Land, and Policy Unit of the Program Operations team in Habitat Asia Pacific. Provide technical input to urban programming and advocacy programs and provide support to Habitat country offices implementing these programs. Deliverables
The consultant will be required to deliver the following outputs:
Urban Housing Practitioners Hub in Asia Pacific: An inception report attached with workplan and budget that details the approach to establishing UHPH and the conduct of initial activities. Development of the Asia Pacific urban housing practitioner's stakeholder map . List of onboarded UHPH AP partner organizations with identified representative. In-person strategy worksho p with the identified representative of potential core members of the UHPH. UHPH strategy document describing a fit for purpose governance structure and financial sustainability model developed with and approved and endorsed by target core members of the UHPH. Two housing laboratories implemented; online or in-person. Timely submission of Midyear Report and Annual Report to the Hilti Foundation. Support to the Urban, Land, and Policy Unit Coordinated the implementation of ongoing research initiative of the Area Office. Provided technical support to at least two country offices on the development of urban and advocacy foundational documents and implementation of urban and advocacy programs. Attended regular meetings of the Urban, Land, and Policy and the Global Advocacy Team. Timeframe and Payment Terms
All deliverables are expected to be completed on or before December 31, 2024 . The consultant will be paid monthly. Monthly payments are based on monthly deliverables according to the approved work plan. The monthly deliverables shall be approved by the supervising manager prior to payment. Qualifications and Experience
The consultant should have the following qualifications and experience: Minimum Requirements: Education: Bachelor's in social sciences, International Development, Marketing, or other related fields such as urban planning, development, management, architecture and engineering; Years of Related Experience: At least 8 years of work and leadership experience in managing in international cooperation, with experience in partnership development, and/or event organization and management At least 5 years of experience in coordinating diverse stakeholder groups, coalitions, and interdepartmental groups. Good understanding of international development and humanitarian institutions and policy frameworks. Qualifications Experience in stakeholder relationship management, negotiation, and building partnerships or coalitions between different sectors and institutions. Excellent communication skills, flexibility, and ability to work in a multi-cultural environment. Proficiency in project management, development of work plans, financial management and analysis. Excellent in building and leading cross functional and cohesive teams Capacity to absorb and process large amounts of information in short periods of time, and capacity to distill the most critical points concisely. Outstanding verbal, written, and visual communication skills. High proficiency in spoken and written English Understanding of housing and human settlements issues, and priorities and themes across the AP region. Proposal Submission
