Finance Officer

Details of the offer

The Finance Officer is responsible for the implementation of the financial business policies and has general supervision over the financial and service activities of the office in line with the school's system, policies and procedures as well as over the administration of the school's physical assets, revenues and expenditures.

SPECIFIC FUNCTIONS

Heads the Accounting Office personnel, canteen, maintenance, and security staff.

Implements the financial policies of the school and disseminates the same to all teaching and non-teaching personnel of the school, suppliers, and service providers.

Administers efficiently the financial resources of the school and keeps accurate and updated records of such.

Supervises the maintenance of the books of accounts and takes custody of all important business documents related to the financial operations of the school.

Prepares and promptly submits financial statements and reports as required by RCBNES Auditor, Vice Director for Finance, Superintendent-Director, and proper government agencies.

Supervises and maintains the computerized accounting system.

Supervises and maintains appropriate internal control over purchases, disbursements, revenues, inventories, acquisitions, disposal and movement of the physical assets of the school.

Establishes an effective and functional system of assessment of fees, payment, and issuance of examination permits.

Recommends salaries and wages of employees in close coordination with the Principal and forwards the same to the Superintendent - Director for approval.

Establishes a system of requisition and supervises the release of loans applied for as approved by the Superintendent - Director.

Supervises the preparation of and signs all reports and payments of the school's obligations to the various government and non-government institutions.

Checks all vouchers and forwards them for verification by the Vice Director for Finance and approval of the Superintendent - Director for disbursements.

Prepares the consolidated annual budget for the approval of the Board of Trustees and gives periodic updates on budget performance.

Organizes budget hearings with pertinent departments.

Exerts efforts to augment school funds through income generating projects.

Assumes leadership among personnel in the Finance Office and sees to it that they discharge their duties faithfully and accurately.

Reviews and checks discounts, scholarship, and finance services of the school.

Evaluates the effectiveness of implementing the existing finance policies, systems and procedures, and offers possible changes or innovations.

Keeps abreast of laws and government directives on labor, tax, and financial matters.

In coordination with the Principal, recommends to the Superintendent - Director any program of major improvements, repairs to the physical plant.

Makes recommendations on the management and investment of funds to the Superintendent - Director in accordance with the directives of the Board of Trustees, and the advice of expert fund managers.

Is in-charge of payroll & other disbursements pertaining to transactions of school employees and properly accounts for these.

Provides, within budget limitations, suitable supplies and equipment for the operation of teaching and service departments.

Ensures prompt and accurate dissemination of students' statement of accounts.

Is responsible for all physical properties belonging to the school and keeps an accurate inventory thereof.

Secures in a safe place all funds, securities, deeds, other instruments, and valuable properties of the school.
